      There is no federal law against it, that i know of. There was something but it was struck down a long time ago.
      Some states prevent it, but even then most are not enforced because of court rulings against banning it.

    2. Fees are generally controlled at the state level. Some states were prohibiting the fee pass along, but more are allowing it.

      Also, some companies are using third party payment processors that charge a fee. The insurance company is not charging it, but it is like a shell.

      Depending on the state, it’s legal. Goodville appears to operate in PA and OH, and there are no laws in those states preventing debit card surcharges.

      In CA when the state & locals started to accept card payments, they didn’t add any of the swipe fees.

      Soon they realize they were getting 3-4% less in anything paid with a card. Now a 3-4% “convenience fee is added to every card transaction.

      There are numerous workarounds.
      Not sure why you’re not utilizing any of them.
