Almost all governments struggle to balance the books. USA, UK and now France to name a few. If we’re all in debt, then who to?

    1. Bondholders. That includes individuals anywhere in the world that own Treasury bonds. It includes insurance companies. It includes mutual funds. It includes pensions. It even includes other parts of the government.

      To citizens, corporations, other governments, even themselves.

      Literally anyone owning a government bond.

      To households. My retirement account contains plenty of US government debt. My bank purchases government debt with the money in my savings account, in order to pay me a bit of interest.
