10.045 Evidence of Financial Responsibility (VC §4000.37)

I got a no insurance ticket when I bought a new car but I still had insurance on my old vehicle. Cop said It was a fix it ticket and once I get insurance I can just pay a $25 fix it ticket fee. So today I go to court and they told me I had to have proof of insurance that same day or else I have to pay $900. Is there a way around this and still pay the fix it ticket fee. This is in California.
