The filing threshold for issuing a 1099-NEC is $600. If someone pays their subcontractors via a payment processor, they haven't needed to issue a 1099-NEC since the payment processor should issue a 1099-K. The 1099-K filing thresholds had been reduced to about the same as the 1099-NEC, so this all made sense.
Now that the OB3 has restored the 1099-K filing threshold to $20k, does it still hold true that a business would not need to issue a 1099-NEC to a contractor they paid over $600, if they made the payments via a payment processor? If so, that will make it even more important that independent contractors track their own income, since a significant number of people won't get any tax documents.
This will also make it more difficult for those SE individuals who are eligible for the EIC to substantiate their income, although I guess this has been the case before.
