According to FT:

    The case is strong, then, for a conscious policy of reducing trade exposure to the US below what private companies will do by themselves. Merely stating a political goal of disengaging economically from the US would send a powerful message to the private sector. Authorities could withdraw trade promotion incentives for exports to the US. Also, the next time Trump wants to raise tariffs, don’t resist it. Rather take the opportunity to target in retaliation US activities that intensify European vulnerability, such as some digital services.

    According to FT:

    EU should reduce its dependency on the US. In trade, technology, defence etc. The president of US has pursued US interests without considering others like EU. EU should coerce European investors to redirect capital flows from US to Europe. And use industrial policy, to further build its own technology and defence industry. National and economic security can be used to build EU industry. US has no moral legitimacy. EU should be a rule maker and not a rule taker.

      Europe sneers at the US for providing free defense to them and them spending on health care.

      They don’t even want to pay back the US for the arms to Ukraine, a war 120 miles away.

      Makes a big difference.

      “Europe’s dependence on the US is not a given, but the learned helplessness of 80 years. Unlearning it must start now”

      He is talking about largely investing in the EU and not sending capital abroad. He is stating that the EU must invest more in its own defense (a stance supported by the US).
