Clearly sabotage. The Chinese have far more reason to be concerned about coastal defence than the Americans do, yet they’re building enormous amounts of offshore wind so they clearly have no national security concerns about it.

Arent there supposed to be government mechanics stopping him from obviously keep stalling for no real good reason? Its a massive loss of resources, time and money not to mention it deters future investment.
