The left needs to learn from the right. If the courts stop these rules introduce a very high tax on natural gas. If the courts stop then introduce a fee for every new home and offer an all-electric rebate. And if the courts stop that then introduce a permitting step that is much slower for natural gas buildings. And so on.
The left is generally at a disadvantage because we want to build things and institutions and that’s a lot harder than destroying them. But in this case we have the advantage. So use it. Make it so expensive that nobody wants to do it anyway.
These cities are blessed with prolific sunlight. They don’t need gas.

Waiting for them to sue Death Valley for not having water from Nestlé.
Oh that’s right Nestlé drained all the aquifers in and around Death Valley.
I wonder if judges have heard of rapid climate heating or if they have children or grandchildren or if they have the ability to imagine the impact of climate collapse. So far I have not seen that ability in any major business interests. Certainly the supreme court lacks that ability.
