I hit a parked car, and I left a note with all of my information, but the owner of the car is nowhere to be found, the car is down the block of from my house and it has an out of state expired license plate.
My question, Do I file a liability claim with progressive now, or do I wait for the owner to reach out to me?

you are legally required to leave a note. if you really want to cover yourself notify the police as well, but not required. if you never hear from the person that is on them.
