Gov. can’t contact owners of 113 000 BTC – Help notify victims of the Bitfinex 2016 theft.

Over one year ago the Government unsuccessfully requested a list to notify the victims. Who could notify? Big Crypto exchanges, Former crypto exchanges, Bankrupcy archives
and Security Researchers who still have any leak data (no need to share),
