Is it possible to send BTC from one cold wallet to another without being identified or using a hot wallet?

The question makes me think there are some things that are unclear.
Ok, so you have a cold wallet. That just means a wallet with keys kept offline. Fine, no problem.
So you generate a new cold wallet. Like on another device or another security key or whatever you are using. Cool. You send from one cold wallet to the other. That is it. The transaction goes on the chain, but no one has any real information other than the addresses involved.
