Parent is not going to be able to renew auto insurance due to advanced age costs. Can I (VA resident) purchase his vehicle and title/insure it in Missouri for when I visit? Visits are weeks at a time so it's cheaper than rental car. It would not be full coverage.

Yes. Parent will need to be included or specifically excluded from coverage and the address must match where the vehicle garaged.
