I’m looking to see if anyone has knowledge of exemptions or reasons to not receive DLA during a PCS. My spouse will be completing the first phase of IPAP at Fort Sam Houston soon and our family of 5 will be moving to his phase 2 location for 13 months until graduation. He has been told that they will not receive the DLA for this PCS but will receive it next year when we PCS again after graduation. I’ve looked through the regulations and am not seeing anything other than one bit about not getting DLA if the training is 20 weeks or less. Thank you for your help!

The DLA regulations are in the Joint Travel Regulation, Chapter 5. There are some restrictions, but I can’t think of any reasons he wouldn’t be eligible if you’re planning to move. Is this his first PCS? Have you already moved and gotten DLA in the last 12 months? Are there less than 50 miles between duty locations?
