Here's an excellent article, from Inside Climate News, about northern Maine and attempts to both boost wind farm generation and connect to the NE USA electric grid(ISO-NE), all while dealing with increased residential electric rates.

Fun facts- this small grid(NMISA) has the highest distributed solar power production, as a % of total grid power demand, of anywhere in the USA. Northern Maine also has the potential for the lowest cost renewable energy production in the northeast USA, with commercial wind farm development. As a comparison, Mid-American Energy has 7,700 MW of wind farms in IA and offers winter residential electric rates of $0.04-$0.08/kWh! Of course, woods versus corn fields, but all pretty rural.
