So I'm getting a refund this year for the first time in a few years. I owe state and federal back taxes that I've been on a payment plan for. My state refund has already been offset to be zero, assuming they put that money towards what I owe. Will the IRS do the same and put my federal refund towards the back taxes I owe? And will the state then take more out of my federal refund to offset that balance or will I have to pay that when I get the fed refund?

They will take what they owe from your federal if your state did not completely pay off your state debt and then federal will take what is owed to them
Then after they take what you owe your refund will be the balance that’s left of there is any
