Will I be chased down for debt?

The debt is in Canada, Québec to be exact
I'm now in the Netherlands

It started off as credit card debt in Ontario but then as it was impossible to pay off due to interest rates being higher than what I had left over after rent, food etc I ended up taking a personal loan with set payments in Quebec.

I've been dealing with credit card debt for more my adult life. I needed to use my credit card in an emergency situation as a job that I had taken all of a sudden completely cut my hours and I was struggling to find a new job. Eventually I racked up a good debt and was being crushed by the interest.

I took the loan out early last year and was making regular payments but in October I moved to the Netherlands to start a life with my boyfriend. Over here I dont have a job yet and dont know when I will be able to get one. The last payment I made was in November and haven't been able to since then.

I need some sort of advice because I really dont know what to do. Are they able to take legal action? Is there something I can do to get rid of this debt? It's been a stress on my life for over 10 years now. I don't know what else to do anymore
