I had some Russian stock that was frozen by the US in my US brokerage account. Since it was frozen the stock price has been frozen for like 3 years and untradeable. I was able to transfer this stock out of the IRA overseas to a foreign broker where it could be traded in Kazakhstan.
How do i report this withdraw / penalty? Broker did not send a 1099R, but I guess I have to report this on my taxes at its FMV, no? What should I enter then, $0 or not not report a withdraw because it technically is not tradable in the US? That would make a $0 withdraw since it cant be traded. Or I could be wrong.
