Has anyone communicated with Financial Aid offices at universities about student loan caps?

So I’m a recent masters grad. I took out a lot of grad school loans because I want to apply to Optometry school. Now with this new Bill going into effect in July of this year. There is a 200 K lifetime borrowing limit for professional school.

My question is if my grad school loans will count toward the lifetime cap ? Or will I be able to talk to each financial aid school to see if the will start me out at 0. So I can be able to afford the cost of tuition and living expenses
