I've been working full-time between two state colleges for 7 years. I have 5 federal direct subsidized loans coming up to around $15k, but they are on the SAVE plan. If I apply for a PSLF plan now, do they count my previous service dating back to January 2019? I understand the SAVE forebearance doesn't count, but I'm hoping I'm at least halfway to full loan forgiveness.

Yes your prior time can count as long as your loans were in repayment. Start by certifying all of your past and current qualifying employment. Covid forbearance counted towards forgiveness as long as you certify employment. The SAVE forbearance doesn’t but you can use buyback for that later on if necessary.
With a balance that low, you might end up paying most of it off before you reach 120 payments depending on your income and your payment amount once you’re off the SAVE forbearance. But maybe not if your income is low enough! Worth trying at least.
My mom didn’t know she qualified and she had PLUS loan and met PSLF last Nov and PLUS loan discharged 1/2026
