Kind of looks like cobwebs, so maybe a lint roller?
Start with a sticky lint roller. If that doesn’t do it, try running a safety razor over it. That trick works great with pilling on fabrics.
If it’s not dust/cobwebs, try a sweater shaver?

i’d tack a tiny strip of fabric inside, maybe?
Use a cheap face shaver and pass it over to cut it all off.
