I'm trying to the proper thing and dispose of my tires in the right way because it's a big environmental hazard

    but my local township has no protocol whatsoever for disposal of tires or wheels

    our local Discount Tire does it for 3.50 each which isn't bad, but I don't want to pay 7 dollars to dispose of two dinky small tractor tires. Recycling all the tires in my house would cost me close to 50 bucks when I already pay for garbage disposal with the township

    not a huge deal since it's not often but it's definitely mildly frustrating since I could just easily throw the small tires in the trash and no one would notice (I won't of course)

I’m from a very small town myself – village of 450 on a good year, really – and they do the $3.50/tire because it’s cheaper for them and the city in general than for the city to pay to dispose of the tires another way and increase taxes or pay through increased disposal fees overall. I’m guessing since you said “township” and “tractor”, you might live in a smaller urban or even rural-urban setting. The township likely doesn’t generate enough “tire trash” to make it worthwhile to do anything else with them.
