Does the 25 year clock for payoff start from the year when you first receive the loans in college or the year that you enter repayment after graduating from college, as many people's loans are in a grace period when they're in college?

It is when you’ve made 300 payments under a qualified plan.
It starts when you enter repayment and concludes after 300 months of payments. So it can stretch longer than 25 years if someone has deferments or forbearances after they enter repayment.
