If the damage doesn’t get repaired, the dealership can almost assuredly come after you for the repair cost. While your sales paperwork doesn’t mention this verbal agreement – which is still enforceable – it DOES show values that were contingent on the hail damage being repaired.
So why don’t you go down to the dealership, sit in front of the sales manager, and call your claims department on speakerphone?
