for context I am from EU but my currency is not EUR. I found stock on exchanges NYSE, FWB2, and TWSE.
I will have to transfer fiat in all cases, does it make sense to buy on TWSE where there is the largest volume, or should I choose another exchange for some reason?

As a general rule, if you have the option, all things being equal (i.e. we’re not arbitraging), buy where there is the highest trading volume. It reduces drag from spread.
