There is a banner under my Dashboard that says
"We are working to update our systems to display your income-driven repayment (IDR) payment count and history in compliance with a court order affecting IDR plans. Learn more: StudentAid.gov/courtactions."
There is nothing on the "Court Actions" page that mentions the IDR counter coming back, unless I missed it.
Is the IDR counter coming back or are the StudentAid banners broken?

No, they have said they aren’t bringing back the counter
The court actions page does have an update but it’s vague:
“When will ED begin to display IDR payment counters on StudentAid.gov?
The court actions require that we modify the display of the IDR payment counters, which will require additional system changes. As u/alh9h mentioned, the department previously indicated that they didn’t have plans to put the counter back up in one of the AFT lawsuit status reports. But them adding this update to the website yesterday offers a sliver of hope it could eventually actually happen. I wouldn’t expect it any time soon though.
