Unfortunately I have never lived off base in the states before so I am unsure of the process, what does finance cover in terms of move in fees to an apartment?
Overseas they give you your BAH in advance as well as agency fees and such so you can move in. Is it pretty similar?

No, you get DLA. Dislocation Allowance. You can Google the 2026 rates for your rank and whether you have dependents. It’s a couple thousand to help you with moving costs, first months rent, and security deposit. Usually before people PCS they claim advance DLA to get it sooner. If not you get it once you turn in all your moving paperwork.
