Hue Credit Card & Taz Credit Card: If company says they already finished processing my application and in 2 weeks will mail me the results of their decision does that mean i was not approved?

I was sent two letters in the mail from the Hue credit card and the Tax credit card (apparently from the same company). I applied for both but they both say I have to wait 2 – 4 weeks for the decision despite calling the number and it saying the application was processed same day. Anybody get approved for either and did you still have to wait for an answer or does this mean i was rejected?
