Tax trick on US Bank Cash+ no longer working?

Been paying taxes through ACI PayPal using this card for a while. Aside from the very first time (years ago) when I forgot to activate before purchasing, I’ve gotten the 5% and counted as utilities every time. It looks like I did not get it for a payment in January.

Has this happened to anyone else? Seems like it’s been patched.
