I believe he is telling the truth. I don’t think there is a government in Tehran to negotiate with. He is talking to someone claiming to represent the government but there isn’t anybody there empowered to make decisions. This is because he killed all the leadership. The country has devolved into competing war lords much like Afghanistan. These war lords don’t communicate with each other and they are fighting for control of the country. Trump is talking to a group that is not in power so it looks like he is spouting lies.
