I'm mostly with Chase and have a ~9y credit history with 800 credit score. This is my first application with Citi and I want to use it for tax return and upcoming travel plans which will achieve the SUB spending perfectly. I also want to keep a high-end card as I'm planning to downgrade my Sapphire Reserved card soon.
However after I apply, the application enters a pending state and when I called them I was asked to provide 4506-C. I did not put any unrealistic numbers for my income like 1000k, and I was using the current public offer of 75k welcome bonus only… I don't know why I would be asked for this verification.
I need this card asap so I can meet the tax filing deadline, but I know the IRS processes can be very slow.
What are my options? Does Citi accept online document processing with other proof of income? If so how long does it take? Or is it possible to ask them reconsider my application without the form, maybe I can provide the form later?
Maybe there's a better card I should consider for my use case?

You are almost certainly SOL if you want this card before the tax filing deadline.
Citi has been 4506c’ing people quite a bit for the CSE, even for those with existing relationships. You can ask them to print the form for you and then email it back, which can speed things up, but I would expect a minimum of 2-3 weeks of processing time before you get a decision.
You should look into another card if you need something to put big spend onto. USB biz cards are nice to grab for SUBs.
