Moving to Linux is the easy part; reconstructing an entire ecosystem from the ground up to go with Linux, that’s what takes time and massive funding. Besides, most governments that tried this route have ended up settling for some sort of a compromise anyway.
Still, the underlying global trend is real enough. Whether or not this ends up being a complete success, it will definitely challenge US technology hegemony for a very long time to come.
