Student loan options for first year F1 student with US cosigner

Hi all. My brother got into UCLA and our family wants to sponsor his tuition. I live in CA and am a PR here working in tech.

We don't have liquid wealth to show that we can cover his expenses. It's much harder to get loan from back home so our plan is to get loan from here in the US, with me as co-signer/guarantor.

What options do we have? Anyone went this path? I looked into orgs like college ave but seems like my brother needs to have SSN to qualify.

We want to get his I-20 asap and start applying for his visa. I emailed the UCLA international office and it seems like they want proof of funds via bank statements or via secured loan.
