Are all professional degrees guaranteed the 50k??

With the new limits replacing GRAD Plus, I am a tad confused if professinal degree seeking student are guaranteed the $50k a year until they reach the $200k max? Or is the $50k still being dibsursed based on tuition of the program and cost of attendance?

Saving for college (https://www.savingforcollege.com/article/grad-plus-loan-changes-2026) states: "Graduate and professional loans moving forward are no longer available up to the cost of attendance." Which I imagine is referring to GRAD Plus. So if my program's tuition is less than $50k, such as $35k, will I not receive the full $50k, even if it is necessary for other costs?
