Brother is in payment for a motorcycle his mechanic is fixing up

Hi,

My brother's motorcycle mechanic gave him an offer of 0% interest for 2 years on a motorcycle that he's rebuilding.

The payments started in February, but the delivery date keeps getting pushed back. I want to tell him to back out of the deal but he is insisting it'll be done soon.

So far I think he's paid around $900 in the last 2 months in payments. If I can get him to back out before he pays again, would the bank be able to get his money back?
