Need to transfer big balance..bad credit

Is it over for me? My discover card is at $9,000 capped and i’ve been paying $200 monthly with 24% APR meaning almost all of it is going to interest. i crunched the numbers and i am scared. Now i want to transfer my balance but i have a 650 credit score. Is it possible? I only got the $9k limit because i wasn’t paying rent but now i am and no credit company will ever give me that same limit again. I got two cards more since and the most i could get was $2k from them….. what do i do
