How long do claim processing take?

I know there’s not a specific timeframe as each case is different, but I read on the Texas Department of insurance that insurance companies should not be taking forever respond to your insurance claim. It states on there that they must meet deadlines (15 business days), do insurance companies stick to those deadlines?

I’m currently dealing with SF, the at-fault driver is not in the policy and he does not have a DL. The vehicle owner has SF and I filed the claim a month ago. Every time I call them, they tell me they’re still trying to determine if they will provide coverage. I
