CSR Car Rental Insurance Coverage – when does it kick in if company includes partial CDW?

Traveling to Slovenia and the rental company already has partial CDW included as the free minimum option for coverage. I plan to ask when picking up if I can decline this. However, want to be prepared in case I cannot. According to Chase benefit terms for CSR, it says "If the Rental Agency, outside of the United States, will not allow You to decline their CDW/LDW coverage, then this benefit is secondary to the Rental Agency’s CDW/LDW coverage".

Want to confirm if my interpretation is correct or anyone else has personal experience.

Would Chase insurance kick in after the company's CDW in case of an incident? Want to ensure this does mean that it is company's CDW then my personal auto insurance then Chase, but Chase kicks in immediately after company's CDW.
