Oil prices rebound at open as hope grows for talks between Saudi Arabia, Russia

Oil prices rebounded at market open on Tuesday after plummetting on Monday as headlines hold out some hope that Saudi Arabia and Russia will eventually begin negotiating oil production. CNBC’s Brian Sullivan joins “Squawk on the Street” by phone with the details.
