Transferring from capital group to vanguard question

Transferring from capital group to vanguard question

So I have capital group funds but started vanguard accounts 4 years ago for the .03% fee vs .24% fees. Well I finally pulled the trigger to move my Roth ira and my roll over ira. My roll over ira just showed up.

However, I figuered the stocks would have been sold and transfered to vanguard accounts. It has not and is still American Funds. My question is can I sell them and buy vtsax with no punishment or do I need to do something special? (The Rollover is $8,500.00 but the roth when it comes is $86,000.00) and I really do not want to pay high fees or get dinged by the irs
