President Rodrigo Duterte has issued an executive order that makes it easier for the Philippine government to enter into oil exploration and development deals with third parties by allowing them to participate in service contracts awarded to the Philippine National Oil Company Exploration Corporation (PNOC-EC), the upstream oil, gas and coal subsidiary of the state-owned Philippine National Oil Company.
