A rock came out of a truck bed and broke my windshield. The guy pulled over but said he didn’t have a license or insurance. I got his license plate number but of course my dashcam didn’t get the rock coming out of his truck or hitting my windshield. No way to hold him accountable?

It would take a pretty unique situation(like…say he was towing rocks in his bed) for this to be an accident you hold someone accountable for. This feels like one to just get repaired and move down the road. That rock could have begun in his bed, could have bounced off his bed, could have come from under the car, who knows.
This is what your comprehensive insurance is for.
You’d have to prove that it came off his truck bed and wasn’t picked up by his tires. Unless his truck is big enough that it’s legally required to have extended mud flaps. Then you could probably prove that he didn’t have those and get the same result. But, absent video specifically showing it happening, the chances of actually convincing anybody that that’s what happened is basically zero unless he voluntarily chooses to admit to it.
Tl;DR – no, go through insurance if you have comprehensive.
Should have called the cops to report it. He would been cited for no license and insurance and possibly had to truck towed. It wouldn’t help you but would help stop him from driving with no insurance.

Yup, I fail to understand why you allowed that person to do the same thing to someone else. If you reported to the police they cite the person with a court date. You could then ask the court to include restitution. By getting the other persons contact info (on a police report) if you filed a claim with your carrier they could seek recovery as well.

However, a lot of insurance companies will fix windshields without a deductible or increase in premium.
You aren’t holding him accountable anyway. This is what your comprehensive coverage is for, regardless of his insurance status.
