I currently have a Walmart Bluebird account for my "Fun Money" account. It is the card I use for WebPurchases and other things I want to keep seperate from the Family account. My wife also uses it sometimes, so no secrets, only from scammers…
Anyway, BlueBird and Serve are shiutting down, so I need a new card.
Needs to be a PRE-PAID, don't want another checking account
Needs to be NO FEES as some inactive fees could eat an account.
Needs to be RELOADABLE
Needs to usable everywhere (Aliexpress, Amazon, others…)
All of the Articles that Like blueBird are right, its a great service, but apparently not sustainable.

Why?
Sorry, you’re making this way more difficult than it needs to be. Prepaid cards have no FDIC insurance, no regulations, terrible customer service and few, if any, fraud protections.
If you insist on not using a credit card at shady retailers like Aliexpress, at least use a debit card for a separate checking account with overdraft disabled. Although a credit card is still the best thing to use for everything.
There is no good reason to use these prepaid cards.

I would suggest a PayPal debit card. You will also get 5% cash back on a category of your choice.
I use a secondary checking account for this, not sure why you don’t want one. No fees and a debit card. Transfer money from your main account every paycheck, and use the new account’s debit card. Bonus, if your primary bank shuts down your account, you have a backup account ready to go.
If you have an iPhone you could use Apple Cash? It has a virtual number, no fees or anything
Both Venmo and PayPal offer physical debit cards linked to your balance.
If you’re just using it to prevent scams, have you considered using something like Privacy? You can Google it, it’s a virtual card number site that you can use to set spending limits and mask your real card number.
why are you rejecting the easiest solution that would be to get a normal bank account
and get a normal credit card for online purchases for the consumer protections
Cash app or chime will work for this.
Reloadable, no fees. Not really a bank account.
