Question About Municipal Fund Strategy

I asked my financial advisor about a lower risk bond based stategy for a lump sum I want to use to target growth over 15-20 years.

She came back with the Sage Core Municipal Fixed Income Wrap Strategy.

Like always it seems complicated….can anyone enlighten me on what this is? It reads like a fund for municipal bonds….tranche?
