    3. Even with Fed cuts, factor in the tighter immigration enforcement & deportation policy when considering 30 yr rates and the housing stock. Roughly 1 in 3 construction workers are immigrants, and about 1.2 million mortgages are held by homes with an undocumented person in them. These policies will reduce the construction workforce and housing supply, while increasing the default rate, which means lenders will increase mortgage rates to compensate for that increase in risk. Or simply put, 30 yr rates are likely to stay elevated (above 6%) for the rest of '25, even with Fed cuts.
