Do tax cuts have the same inflationary effect as increased government spending? Why or why not?

I hear a lot about how government programs and spending are inflationary but don't hear the same argument made when it comes to tax cut. It seems that tax cuts would also cause prices to rise since consumers have more money to spend. I'm not very well versed economics so my assumption could be way off hoping to understand this better.
