This morning on the way to work, I was rear ended by a girl in her early 20’s, out of state license, no insurance. I looked the car up and it turns out she’s been driving around without insurance for 3 months now. DMV website even says her insurance terminated her policy “out of force”. No police report, only a video of her admitting fault.
The damage is minimal, minor cosmetic. Got it quoted Verbally she said she’d pay me back out of pocket but I doubt she has the 1.2k for repairs. I don’t have uninsured driver coverage sadly.
So just making sure if there’s anything to do from here. Try to get her out of pocket damage? Report her? Honestly I felt super bad at first because she seemed pretty young and clueless. But then I thought wow it’s pretty damn illegal to just drive around without insurance. What are my options here, if any?

You file under your own collision coverage, and pay your deductible. Or, you try to pursue her for it.
just report it to your insurance – you will have to pay your deductible since you don’t have uninsured i believe and your insurance will go after her for the cost
The easiest thing for you to do is file a claim with your insurance on your collision coverage and let them go after her. If you want to waste your time you can take her to small claims court and hope she has the assets to pay you any judgement you are awarded.

Without collision on your own policy, your options are to take whatever she’s willing to give you, take her to court (and hope she pays), or forget about it and pay to fix it yourself. Can’t be too upset about a vehicle you didn’t have first party coverage on.
I’m confused why you would not have called the police. Did you enjoy getting hit by someone without insurance? Then why would you simply allow this person to continue to drive without it? If her DL was valid, it can be suspended and won’t be renewed until she can show you were paid.
You really think someone who’s not paying for insurance in order to legally drive is going to pay you out of their pocket?
She should be arrested and lose her license.
