On the one hand, turning Gaza into a tourist destination might give it some much-needed economic activity.
On the other hand, who is going to own this luxury resort? If the idea is that it will owned by Israel then I can see that causing more and more ongoing resentment.
It also seems pretty likely that Israelis would be the main clientele, which seems likely to trigger resentment regardless of who owns the resort.
