How can I find investors?

Hello, I recently found out we have about 2700 m2 of land that I can convert from agricultural land to land where residential buildings can be built (get building permit etc…). The land has no threes and its just a flat piece of land close to already existing village with good connections to major cities the land is located in Europe. I know converting and getting permits wouldn’t happen overnight but I just found out it’s possible and I just wanna know if I would do this where would i look for investors. I also want to buy a bit of land beside our property to expand it a bit, but as of right now I’m still open to ideas and working on sketching the project cause I’m thinking about 5 houses with maybe 3 or 4 houses being twin houses. A rough investment cost in this project would be around 1mil to 1.5mil but the return would be anywhere from 2-3mil. I know there isn’t a lot of information to go off right now and I’ll post the sketch and “blueprint” when I finish it. As of right now I just want ideas how would I find someone or more people that would invest in this and how could I get the profit myself.
