So far the solutions Trump has tried have been “dump a bunch of water unexpectedly and unnecessarily” and “freeze the funds used by the state to try to manage the water appropriately.”
Neither are as creative as Iran arresting their water conservation scientist for dancing, but it’s a similar playbook.
