I have a name and I know what features I want to include on the wheelchair , but I just don’t have the knowledge on how to start the idea. I have no engineering or manufacturing experience . Does anybody have any knowledge on where to start?

Honestly, sell the name. You might get somewhere with that. Hardware is one of the most difficult businesses and on top of that, medical devices are even more difficult due to compliance and safety. You’re looking at least $2M in initial capital to launch your first wheelchair if you do everything right, and since you stated that you have no engineering or manufacturing experience, you are certainly not going to be getting everything right your first try.
