What’s the legal basis for this? It’s only ~$2bn, which is a rounding error in Federal government coffers, but AFAIK the executive branch needs statutory authority to buy anything. I believe they have authority to buy oil already, but only for purposes of replenishing the Strategic Petroleum Reserve.
